Queer History
Italy's Zanardelli Penal Code of 1889 omitted a specific offence for consensual same-sex relations, although fascist policing and social repression continued outside that code. FUORI! emerged in 1971 and Arcigay in 1985 as major public movements; civil unions became law in 2016, but civil marriage is still not open to same-sex couples.
Rome, Milan and several resort cities have established LGBTQ+ scenes. Same-sex couples have civil-union recognition, but marriage equality is not national law.
